Co-CEO
Travis partnered with Mark Jordan in 2016 and co-founded FR Refuel with First Reserve. He has led the company’s acquisition-based growth strategy, expanding Refuel from South Carolina across the Southeastern United States. Prior to his role as Co-CEO he served as Co-President, Chief Development Officer and General Counsel of the Company. Prior to founding FR Refuel he previously worked at Susser Holdings Corporation and Sunoco and started his career at the law firm of Locke Lord, LLP. He attended the University of Texas at Austin graduating with B.A. in Government in 2002 and graduated Magna Cum Laude from South Texas College of Law in 2005.

Jon Rier joined Refuel in 2019 as Chief Financial Officer, where he led the company’s Finance, Accounting, HR and IT functions. His strategic oversight and financial leadership have been integral to Refuel’s growth and operational excellence. From January 2024 to July 1, 2025, Mr. Rier served as Co-President of Refuel, guiding the company through a pivotal period of operational expansion and cross-functional integration. Before joining Refuel, Mr. Rier spent 14 years at RaceTrac Petroleum, where he held several senior leadership roles in strategic analysis, finance, and fuel operations. Mr. Rier graduated magna cum laude from the University of Georgia in 2007 with a Bachelor of Business Administration in Finance. He later completed a Master’s in Accounting at Georgia State University in 2020.
DEREK LESKOVIC
Chief Financial Officer
Derek Leskovic joined Refuel in 2019 and has played a key role in the company’s financial and operational growth. He oversees Refuel’s Finance and Accounting functions, where his leadership has been instrumental in scaling infrastructure, enhancing reporting capabilities, and supporting the company’s strategic expansion.
Before joining Refuel, Derek began his corporate accounting career at General Nutrition Center and has held multiple accounting roles in both the retail and manufacturing sectors, focused on financial reporting and business operations.
He earned a Bachelor of Science in Accounting from LaRoche University in 2007.
JUSTIN MITCHELL
Chief Technology Officer
Justin Mitchell joined Refuel in 2022 as Vice President of IT and brings more than two decades of experience leading enterprise technology initiatives across the retail and convenience sectors. Since joining Refuel, Justin has spearheaded major digital transformation efforts, including the company’s migration to cloud-based infrastructure, implementation of AI-driven solutions, and enterprise-wide cybersecurity enhancements.
Before joining Refuel, Justin held senior IT leadership roles at Sportsman’s Warehouse, Petroleum Equipment Company, and Maverik Inc., where he led large-scale infrastructure projects, POS system rollouts, and compliance programs. His career began in store operations, which grounds his technology leadership in practical retail experience.
Justin holds a Master’s degree in Business with a focus on IT Management with Western Governors University
IAN BOWERS
General Counsel
Ian Bowers joined Refuel in 2022 as Associate General Counsel and was soon promoted to Vice President of Legal. He has overseen multiple departments within the Company including Procurement, Environmental, Loss Prevention, Risk Management, Development, and Construction, and plays a key role in the company’s M&A efforts. His leadership spans both legal and operational functions, helping to drive the Company’s continued growth and integration efforts across multiple verticals.
Prior to Refuel, Ian practiced law at Buist, Byars, and Taylor and Willson, Jones, Carter, and Baxley, where he focused on complex commercial transactions and litigation. He also brings entrepreneurial and leadership experience from founding and exiting a successful business. Ian holds a J.D. cum laude from the Charleston School of Law and a B.A. with departmental honors from the College of Charleston, both of which he attended on academic scholarship.
